ANSWER
All Wii U games use the gamepad. It acts as a second screen but you can also play the game with swiping commands. Touch to attack, slide across to evade, slide up to jump.

I didn't realize that act_deft already beat me to the punch about asking about cross play support between the 3ds and wiiU versions of SSB. Anyways, I found an article released on Joystiq and the director of SSB has come out and confirmed that there will be no crossplay support.
